in montgomery county, portions of prince george's, charles, calvert, st. mary's, away from the waters. into fairfax county, upper 30s in many locations, including prince william and loudoun, fauquier, stafford, spotsylvania, rappahannock and culpeper. many of those locations, upper 30s. dress accordingly. thankfully, we don't have any wind. it's a calm wind. closer to washington. in the southern part of montgomery county, it's near 40. right around the beltway, generally near 40 degrees. by 6:00 a.m., still very chilly. by noontime, sunny, cool, low to mid-60s. sunrise at 7:25. by early afternoon through midafternoon we'll be near 70 degrees. we're talking about a more than 30 degree jump in many locations. sunset at 6:19. i'll be back in ten minutes with a hometown forecast. a look at your traffic with kenneth burns.

good morning. >> good morning, tom. good morning, everyone. starting with the rails, all clear marc, metro, and vre. inside the beltway, here's the look at 202. it's going to take you six minutes from the beltway to d.c. 295 into bw parkway. 66 in virginia, all clear leaving manassas heading over to arlington. richard, angie, back to you. today prince george's county police will be out in full force looking for clues in a teen murder. officers will be patrolling old central avenue between rollins avenue and maryland park drive. that's where 18-year-old marckel ross was gunned down while walking to central high school last month. detectives believe someone may have been robbed in that same area just before ross was shot. that's who they hope to find today. a woman attacked while jogging in bethesda.

it happened on the capital crescent trail near brookway drive. the woman was knocked unconscious and dragged into the woods. when she awoke, she found her way back to the trail. another jogger found her and called 911. neighbors say this kind of incident is unusual. police are not releasing any details about the attacker at this time. >> i'm on the trail all the time with my children, and i think it's scary. i feel terribly for the victim. >> police are not releasing any details about the attacker at this time. this morning a 21-year-old man is in the hospital following a hit and run in prince george's county. police say a driver hit the man walking on the street in the 2000 block of university boulevard in adel identify. the driver took off. the man was taken to the hospital in critical condition. police believe the driver may have been racing a second car that crashed near university boulevard and riggs road. police arrested that driver.

this morning we have good news for metro riders on the red line. you can now use the south entrance of the dupont circle metro station. the transit agency held a ribbon cutting ceremony to welcome riders back. the south especially traps was closed for the past 8 1/2 months while metro officials replaced the three old escalators with three new escalators. the agency says it will take another five or six years to replace all the escalators they want to replace throughout the entire system. >> little by little. onto decision 2012. tonight president obama and mitt romney will meet face to face for perhaps the last time before election taye. >> the candidates will face off in the third and final debate on the campus of lynn university in boca raton, florida. it will focus strictly on foreign policy. the president has been preparing in camp david. >> and romney has been preparing in florida.

the water spout. we'll try to get that later. >> it was actually really cool. we want to bring it to you now. you can see it almost resembles somewhat of a funnel cloud. you can see a few water spouts out there as well. this is near the islands in puget sound. the water spouts lasted less than 90 seconds. so a minute and a half before, poof, it was gone. he was in the right place at the right time. you can hear the rain coming down as well and the wind whipping. >> that was worth it. >> nothing like that around these parts, though. >> thank god for that. right now the time is 5:08. we want to get a check on weather and traffic. good morning, tom. >> good morning. this morning off to a chilly start. you're going to need your winter coat. by the afternoon, you'll be comfortable in short sleeves. a dramatic change coming your way. right now as we look at what's been happening over the last 12 hours, a clear sky overnight. if you're lucky, when you step out and have a couple of minutes, take a look at the sky. you might see a few of the

orionid meteors streaking towards our sky. the areas in dark blue are in the 30s. that includes much of virginia, much of maryland, and just about all of west virginia. many locations, shenandoah valley into west virginia are near freezing or below freezing, and closer to washington. in the nearby subshaurbsuburbs,r 40 degrees. as well as right near the bay waters, near 50. hometown forecast, warrenton in fauquier county by 7:00 a.m., still in the 30s there under a clear sky. by the noon hour, into the mid-60s. all around the region today, here's your hour by hour forecast by noontime. most of the region will be in the mid-60s. then we ought to hit the low 70s by midafternoon. a dramatic change. bright sparkling sunshine and a blue sky. by 6:00 a.m., back down into the 60s. sunset today at 6:19.

this morning police will be on the streets looking for your help to find a teen murderer. >> police will be patrolling where 18-year-old marckel ross was gunned down last month.

>> news 4's tony tull is live there now with more on what we can expect today. good morning, tony. >> angie, richard, good morning. >> reporter: it was september 11th when marckel was killed on his way to school in capitol heights. there's still a teddy bear hanging from the telephone pole at the spot where he was killed. to this day, prince george's county police have no suspects and no leads. as you guys mentioned, prince george's county police will be out this morning between 6:00 a.m. and 8:00 a.m. talking to commuters and pedestrians as they make their way along here, looking for any information or any leads into who killed marck marckel. they are looking for one person who they believe is unidentified and was robbed the morning marckel was killed. that person, they think, may have information as to a suspect in this case. guys, again, prince george's county police have no suspects and no leads. they hope between 6:00 and 8:00 this morning in capitol heights, they'll get a little information

there. a live view from our hd 4 city cam and a clear start this morning. the pavement is dry. we've got a clear sky. as we take a look at the view from space, we don't have any clouds around just about anywhere. gorgeous morning. and we will continue to have this clear sky with us as we've got a huge area of high pressure all over just about the entire eastern half of the country. really no travel problems here, boston, midwest. no travel problems weather-wise thankfully on this monday morning. as we look at temperatures, there is quite a chill in the air. it is near freezing much of the shenandoah valley and points west. many locations in eastern west virginia and into western maryland are at or a little below freezing. frost and freeze likely there. cumberland at 34. petersburg 32. stanton at 34. closer to washington, upper 30.

probably no freeze locally. in prince william county, parts of fairfax, down in the upper 30s as is much of frederick county, maryland, and loudoun county. leesburg at 43. in the rural areas of loudoun county, upper 30s and northern fauquier county, rappahannock, and madison, and green. down towards fredericksburg and spotsylvania, generally around 40s. the charles county, upper 30s. right around the waters and on the bay, upper 40s. storm team 4, four day forecast. gorgeous day today. afternoon highs, a dramatic warmup from where we are now. should be making it into the low 70s by midafternoon. by dawn tomorrow, down to near 50 degrees. not as chilly as we start off this tuesday. tomorrow morning, probably just a few clouds in and out.

we have report of an accident southbound 95 in maryland at 198. we are checking on that to see if that's the case. zooming down to virginia, northbound on mt. vernon memorial parkway at george washington parkway, right shoulder blocked with that accident. authorities on the scene. richard, angie, back to you. >> time is 5:21. good news for metro riders who use the dupont circle metro station. the south entrance is now open. >> news 4's megan mcgrath is open. a lot of people waiting a long time for this. >> reporter: this entrance was closed for months, which was really inconvenient for a lot of people. the good news here, it is open. this is the first rush hour with the brand new zlescalators. the sign says it all. welcome back to dupont circle south. just a few moments ago, they turned on the escalators. we have three brand spanking new escalators. they're transit grade. we are not going to see the problems we've seen in the past. the ribbon cutting ceremony, it

happened yesterday. today is really the first test, the first taste that regular rush hour commuters will get with the entrance being open and with the brand new escalators in place. the old escalators were incredibly unreliable. in fact, they were among the least reliable in the entire system. the manufacturer had gone out of business. whenever something broke and they needed replacement parts, it was impossible or very difficult to get those parts. it was just an ongoing problem. they were constantly down. it was a real mess for commuters using this entrance. so they decided to shut it down completely, overhaul things completely, put in these brand new escalators. they are up and running today. i got to tell you, they look pretty nice. nice lighting down there. you'll notice a couple of changes in addition to the escalators themselves. they just opened the station a few moments ago. we're going to expect to see some commuters here pretty soon. of course, we'll talk to them and get their take on the new escalators here this morning.

his car collided with another, killing 18-year-old lawrence gardner jr. the crash happened last february in brandywine, maryland. johnson faces charges such as vehicular manslaughter and driving under the influence of alcohol. if convicted, he could face up to 13 years in prison. after the crash, johnson lost his job with the fbi. also today, the man accused of throwing a molotov cocktail inside the boston common mall in arlington is in court. prosecutors charged 19-year-old leon trail with arson. >> police say he threw the explosive device from the third floor of the mall into the food court on thursday. it caught fire but was quickly put out, and no one was hurt. >> prince george's county will pay $3.6 million to ten people falsely injured by police after a maryland-duke basketball game.

we've been following this story for a while, especially the trial last week. $2 million will go to john mckenna, who's the man on video seen being beaten by police after that maryland win in 2010. >> and the rest of the cash is going to the other nine plaintiffs. one of the officers was acquitted of the assault on friday. the other, james harrison, was convicted of second degree assault. harrison will be sentenced in december, and he faces up to ten years behind bars. and many falfamily, friends community supporters are helping a family recover from an attack. it has been two months since thomas maslin was brutally beaten on his way home from a nationals game in eastern market. his neighbors raised money for him at the fall safety festival in ward 6. his wife says the community is helping her cope with the attack. and they've also been generating a lot of donations hr his medical expenses. maslin's wife says she looks

forward to the day her husband is released from the hospital. that's expected in about four weeks. police arrested three men in connection with his attack. the time right now is 5:26. this is it. round three, the third presidential debate happens tonight at 9:00. we'll have more on the race maryland schools are number one in america because we invest in them. but we can do even more. every year marylanders spend five hundred and fifty million dollars at casinos in other states. question 7 keeps that maryland money in maryland through expansion of gaming in maryland. it will mean hundreds of millions of dollars for our schools. as governor, i can promise you, that money will go to education. that's the law and that's what we'll do. vote for question seven.

>> the candidates will square off at lynn university in boca raton, florida. tracie potts is liven with a preview. good morning, tracie. >> reporter: good morning, everyone. what you'll see tonight is different from the first two debates. the candidates will be seated, won't have any notes or props, and they'll be talking about america's role in the world. six 15-minute segments talking not only about the war in afghanistan, but china, israel, iran, all the big international issues. here are what both sides have to say about what you can expect to hear from the candidates tonight. president obama very likely to talk about libya and the snafu, the flub the governor made regarding libya in the last debate. and also governor romney very likely to bring up why it took the administration so long to add admit that was a terrorist act. the president said it but other administration members did not. that is likely to come up tonight. now, the polls. apparently, they are both tied,

days. he's going to visit canton and lorraine before heading over to toledo tonight. >> and maryland senate candidates will try to win over jewish voters. george allen will be at the jcc this morning having breakfast. >> democrat tim kaine will be there for lunch on wednesday. like the race for president, virginia's senate race is extremely, extremely close. kaine holds a slight lead in most polls, but that lead is tightening. this morning we're keeping our eye on a developing story. prince george's county police will be on the lookout in full force to search for clues in a teen murder. >> they'll be at central avenue between rollins avenue and maryland park drive. that's where 18-year-old marckel ross was grcunned down while walking to high school. police believe someone might have been robbed in the same area before ross was shot. >> there's been a lot of concern in that area because this young

man was just walking to school when he was gunned down. a lot of fallout coming from that. many people in that community anxious for an arrest. >> we do have a news 4 team, a crew out there, tony tull, and he's going to be walking along with officers. at 5:36, more on that heart breaker. redskins lost on the road yesterday to the new york giants even though the burgundy and gold didn't do too bad for much of the game. but eli not maing sealed the redskins' fate with a last-minute comeback. >> manning makes a 77-yard pass look very easy. it's a picture we don't want to see again. with just a little more than a minute left in the game, which is a lot of time for him, there just wasn't enough time for the redskins to recover. the burgundy and gold lose 27-20. it proved to be more costly than just a loss. tight end fred davis hurt his achilles tendon bad enough to end his season. >> some of his teammates were

would ban all abortions and contraception seemed a bit extreme. so i looked into it. turns out, romney doesn't oppose contraception at all. in fact, he thinks abortion should be an option in cases of rape, incest, or to save a mother's life. this issue's important to me, but i'm more concerned about the debt our children will be left with. i voted for president obama last time, but we just can't afford four more years. there were reports that said al shahiri was killed in a ground attack last night. the tape's authenticity could not be concerned. good news for riders who use the dupont circle metro station. the south entrance is now open. >> news 4's megan mcgrath is live with the good news. >> reporter: hey, good morning. we've got our portable live gear up and running. we're going to take you on a road. these are the brand new escalators at the dupont circle south exit here, and you can see they are up and running. the station opened a little while ago. we've seen folks using it already. kneadle kne needless to say, they are excited. these are where the old ones were among the most unreliable in the system. they were breaking down all the time. the manufacturer had gone out of business. so when they did break down, it was impossible to get replacement parts. they made the decision to shut

down this entrance. it's been shut for 8 1/2 months. we ripped out all of the old escalators and replaced them with the new transit grade escalate oers. they're much more reliable. they have the ability to get replacement parts. and actually, they're kind of fun. look at the funky lighting here, something else that people are going to notice when they start their commute here this morning. a lot of very happy commuters. when these escalators broke down, it was a long trek to the top, over 100 stairs from the tunnel up here to street level. so folks are not going to have to do that any longer. of course, rush hour getting under way here. we're starting to see people at this station, and everyone is giving it the thumbs up here this morning. we're going to talk to commuters later on and bring you their comments. for now, we're just riding the escalators here at the due mont circle station, the south side. it has reopened. today is the first rush hour test of these brand new escalators. reporting live from dupont circle, megan mcgrath.

investigators believe the driver may have been racing a second car that crashed near university boulevard and riggs road. police arrested that driver later. today jury selection begins for a former fbi agent accused of killing a maryland teen. they say his blood alcohol was three times the legal limit when his car collided with another killing 18-year-old lawrence jr. if johnson is convicted, he could face up to 13 years in prison. after the crash, johnson lost his job with the fbi. the time right now is ten minutes kill till 6:00. also today, the man accused of throwing a molotov cocktail in the ballston mall in arlington. he has a detention hearing today in an alexandria federal

courtroom. >> police say he threw the explosive device from the third floor of the mall into the food court. the fire was quickly put out. fortunately, no one was hurt. prince george's county will play $3.2 million to people falsely injured by police after a maryland-duke basketball game. $2 million will go to john mckenna. he was seen on video being beaten by police as students celebrated the maryland win in march of 2010. >> the rest of the money will go to nine other victims. one of the officers was acquitted of assault. and the other, james harrison, was convicted of second degree assault. harrison faces up to ten years behind bars. meanwhile this morning, a new study says d.c. tops the list of the most affordable cities for middle class families. of the 25 largest metro areas in the country, the capital region places the lowest housing and transportation burden on its
